Space City Surge: Producers Pivot to Houston for Historic Film Rebates and Record Low Hiring Barriers

Houston has emerged as one of the nation’s most competitive production hubs following the launch of a landmark local incentive. By stacking a 31% state grant with a new 10% local incentive (capped at $100K per project), the city now provides a dual-incentive structure that puts more cash back in producers’ pockets than ever before.

Unlike the tax credit models in Georgia and Louisiana, Houston’s program offers direct cash rebates designed for speed. This streamlined approach delivers funding to filmmakers with an average turnaround of three months post-completion. The city is already seeing a surge; in Fall 2025, Houston simultaneously hosted three major features—‘As Love Is, ‘Mattress Mack,’ and ‘Eleven Days’—marking a level of simultaneous production volume the region hasn’t seen in years.

New Developments & Advantages:

  • Houston Feature Film Incentive Program: Launched by Houston First Corporation, this initiative offers a 10% cash rebate on local spending for narrative features and scripted series.
  • Rare Stability: Backed by Senate Bill 22, the Texas Moving Image Industry Incentive Program has allocated $300 million in funding through 2035, offering studios rare long-term stability without the risk of biennial defunding.
  • Expanded State Grants: State incentives have increased to a 31% cash grant, up from 22.5% in 2024.
  • Lowered Hiring Barriers: Texas has reduced its residency hiring requirement to just 35% (down from 55%), allowing productions more flexibility with key crew and talent.
  • Unmatched Affordability: With business costs 20.2% below the national average and no state income tax, Houston is the second-most affordable major U.S. city, offering significant savings on hotels, logistics, and specialized rentals.

Beyond the financial benefits, Houston is a storytelling powerhouse. Within a convenient 60-mile radius, producers can access an unrivaled diversity of locations. For more information on Houston Production Incentives, visit here.
